Trump largely used executive orders to stem the flow at the border. Then went to Congress for longer lasting solutions. Biden/Harris rescinded those executive orders, then faffed about for 3 years. The "bipartisan bill" she is touting had little to do with the southern border and a LOT to do with funding the Ukraine war.  Three times the money in fact- $60 billion for Ukraine and less than $20 billion for the border. 

 

But, Biden could have easily reinstated the Trump era border controls with a stroke of his pen.
