Probably not in NZ.

As their cops usually don't  carry any guns unlike many other countries.

So no guns on cops they can steal.

I have heard this in late 1980s. 

And it still remains the same.

Only when done immediately.  Things move quickly, with the required "donation" increasing with each new layer that gets involved. He'll get one, perhaps two bites at the apple before things spiral out of control.
