Probably not in NZ.

As their cops usually don't  carry any guns unlike many other countries.

So no guns on cops they can steal.

I have heard this in late 1980s.

There has been a big increase in shirtless, handbag wearing young farangs riding around Pattaya like crazy recently, as high season gets into swing

In Thailand, being naked in the public place is regarded rude.

So many of the Thais keep their usual clothes on even while they bathe at sea.
