No. The President only need to say he declassifies them for them to be declassified. 

 

If yiou want a source to prove me wrong, (you won’t) just use the Presidential Records Act, It is public record.

 

Anything else is useless

There's no doubt Trump taking control of the White House will lead to the DOJ being staffed with sycophants.

 

The cases against him will be shelved.

 

He's a criminal, who has escaped justice.
