So, in effect they are killing two birds with one stone. By restricting production, they are potentially hurting the Biden Administration by driving up oil prices.

We are more at the mercy of OPEC than we have been in a few years because of the policy changes Biden made when he came into office which resulted in significantly less production than was projected when Trump left office.

That is exactly what the Biden administration has done.  You blame Biden, but the Trump administration had continued the sale of oil reserves too. Why are the sales in the Trump administration acceptable, but not in the Biden administration?

Yes, when hurricanes ravaged oil production in 2018, Trump drew down SPR as he should have. 

 

What context does the chart need? It shows the year end levels.
