Not sure what to think about this > Is it a hoax or incriminating evidence of the Covid-19 pandemic being planned by the DOD? 

From this USA Spending.gov website screenshot it looks that the US Dept of Defense awarded a 4-year contract to Reuters already in 2018 for Covid-19 services, with the project described as "Active Social Engineering Defense - Large Scale Social Deception".

Why I would put nothing past the theives who steal our money I would just object to your posting a photo. The only legitimate way to even have a discussion about this would be to post a link to information

If you are not sure, here's a clue.   Seems to be a case of "when you hear hoofbeats, think horses, not zebras".  That means that the simplest explanation is usually the most likely one. In this case, the simplest explanation is that this post is misleading and probably a hoax. First of all, the phrase “Active Social Engineering Defense - Large Scale Social Deception” sounds too deliberately ominous to be real. But not surprising coming from you.

There wasn't a link to that website screenshot on the site where I came across it, hence I am not sure whether it is a hoax or genuine. 

Hope that some AN-member can shine some light on this.

Well, I looked whether I could find that screenshot on the USAspending.gov website. 

And yes, here is the link

So it's not a hoax, and the contract between the DOD and Thomson Reuters Special Services is genuine.

With that cleared up now, it sure raises some questions that the US Dept of Defense awarded a 4-year contract to Reuters already in 2018 for Covid-19 services, with the project described as "Active Social Engineering Defense - Large Scale Social Deception".

A prime example of US tax payers money being wasted trying to combat ridiculous posts from conspiracy theorists !!!!

...and it hasn't crossed your mind that the project, which ran until 2022, would have been annotated at a later date to reflected the additional source of funds due to Covid19 becoming an issue?????

Possible but that is pure speculation from your part. 

Note that the USAspending.gov website does not mention any annotations being made, which you would expect for a site dedicated to tracking projects.

Maybe that's the purpose of the below being attached as it was an add-on after Covid broke cover.
