Belarus

Poland

Slovakia

Hungary

Moldova

and of course Ukraine itself

 

That gives 7 countries in the Ukraine "area", where the cyber attack could have come from.

When you launch a DDOS attack - you do not do it from your own servers. There are networks of servers you can lease with bitcoin to launch attacks. Some viruses also hijack PCs to join in attacks.

 

The servers you lease are in good old Russia, you can DDOS a site for as little as $300 a day.

 

This was not somebody on their own servers behind a VPN - VPNs have limited bandwidth and rate limits. The VPN server would be a bottleneck.
