Maybe gambling on how long it would take for the police to notice them and four of them realised they had won

Betting on horse races is one of the few legal forms of gambling in Thailand ..

Soft power to attrack tourists... Beat them, fine them, harass them, and tell them how bad they are for Thailand, except if they give you money...and find all kind of ways to get money form the tourists

Meanwhile, around the corner, the shxt was being kicked out of a German by a gang of thugs, and another guy was being robbed and then beaten at a beer bar....police were too busy arresting others doing something the country wants to legalize anyhow!
