So, a neighbor who has recently moved in a few doors away has put up some plastic contraption around her terrace because her neighbors smoke (cigarettes)...she is situated about 15 metres away from them in an outside area...is this just taking it too far? I am sure she is scatty, she already asked the owner to cut some massive trees down because they drop leaves in her garden...

You need to move to a condo if you're so interested in what your neighbors are doing.
