There is no excuses for this french guy no matter who else was involved. He and everyone with him needs to understand no matter what, there is serious consequences for abusing minors.

Well, she is likely to have been engaged by the police, to work on their behalf, they possibly feel that having her wearimg an Immigration Police shirt helps establish and clarify her status. You know how the Thais love their uniforms, French girls (if she is one)  perhaps less so, although she does bring some Gallic "chic" to the outfit!

At 13 she is still considered a minor. So whether willing (which I doubt), or not, it is illegal, and the guy should know that.

 

Not excusing the Frenchman for one minute but the fact is she was visiting her mother in the bar where she works so she's not exactly a role model for the daughter. At 13 she's not stupid so she would know how things work in a bar and he obviously offered her plenty of Francs and she thought why not I can get some quick pocket money but it is illegal and he is in big trouble.
