It's a shame they don't go a step further and punish the shops renting to customers without a license

It is not illegal Einstein.

Would someone like to check my maths. The numbers quoted total 9,235. Who were the other 19,574.

Guess you hassled some digits, but total is 8695

Leaving 20114 "other foreigners".

Yes, it is bad when you cannot trust your own arithmetic. Once upon a time I could do those things in my head.

I've heard if they stop you for an offence and they write up a ticket they can't confiscate your bike if you don't have the money on you there and then, and they have to let you go. You're quite in your rights to go to the station on your bike when you have the cash and pay.    And the police have no right to detain your bike if you are willing to pay the fine at a later time at a police station.  Is this correct?
