Thailand Expands Access to Safe Abortion Services for Insured Citizens

In a significant move, the Social Security Office (SSO) of Thailand has announced that insured Thai citizens can now access medical services for terminating unplanned pregnancies, free from legal repercussions.

 

Announced by Marasri Jairangsee, the SSO's secretary-general, on June 23, this initiative underscores a commitment to providing comprehensive healthcare to insured individuals. The policy not only covers general medical needs but also specifically addresses the necessity for safe abortion services. This is classified as a sickness benefit, which means insured individuals can access these services at no additional cost.

 

Under Article 305 of the Penal Code, established by the Medical Council regulations, healthcare professionals are now permitted to offer abortion services. This legal framework allows insured individuals to use their medical benefits for such procedures at designated healthcare facilities. If a primary facility lacks the capacity, patients can be referred to a better-equipped centre, with the initial facility absorbing the costs.

 

Marasri highlighted the involvement of the National Health Security Office (NHSO), which has allocated specific funds under health promotion and disease prevention budgets. These provisions ensure that all Thai citizens can access necessary abortion services. Insured citizens can benefit in two main ways: by receiving care at facilities registered with the Department of Health, or through referrals to higher-capacity facilities if their designated ones are unable to provide the service.

 

For insured foreigners, the process remains consistent, ensuring they can also utilise designated facilities for necessary care, with referral options available if required.

 

This development marks an important step towards improving healthcare accessibility in Thailand, aligning the nation with international standards for women's reproductive rights and health.

What do they mean exactly by "insured"   What insurance are they referring to for Thais, and as for foreigners , why would they need to be insured ? could they not just pay up from their own funds?

I think they are referring to the thai or foreigners who belong to (ie pay contributions to) the thai SS system.
