These people are in general lazy and not inclined to follow rules to begin with. In fact many of them are petty criminals.

This lot arrives and realizes the hassle and cost of staying legal. The decision is that made simply to stay on until they are caught. They will pay a maximum fine of $20,000 b and sent on their way.

 

The penalty of being blacklisted is of no consequence to these individuals because they never have/had any intention of returning anyway.

 

They are probably on a one shot lark to bum around outside their country. If the opportunity were to present itself again which they are inclined not to believe it will they will simply find another country and do something similar.

Agree.That said i wonder what happened to the member here who had 11 years overstay and was on his way to the airport for leaving Thailand.He said he will update his story and now been quite fro weeks.

Makes me think it was just a BS story.
