So far what I have seen family reunion visa requires marriage certificate or birth certificate.

I'm half thai and want to go to Thailand on a non-img visa. Could I apply for this family reunion visa?

I have dual citizenship but due to consular help etc I find it better entering Thailand as a Swedish citizen and because I want to get a Thai driver's licence I can not enter with a tourist visa.

Different consulates have different requirements. Only your consulate can tell you what it requires from you with an application for a non-O visa for the purpose of visiting family. Give the consulate a call.

If you have dual citizenship I expect you could use your Thai ID card to obtain drivers license.

I am sure a Thai birth certificate, Thai ID card or Thai passport would be accepted by Embassy for issue of a non immigrant visa but as said you should ask them.

I do have a Thai passport and a birth certificate from the Royal Thai Embassy of Sweden, but I'm not registered at all in Thailand as I'm not too keen to be conscripted into the Thai army. That gives I'm not registered in the house book and I do not have a Thai ID-card.
