Two Municipalities Investigate Wastewater Discharge into Pattaya Reservoir

Authorities from two local municipalities have launched a joint investigation into suspected wastewater discharge into Mabprachan Reservoir in Nong Prue Subdistrict, Bang Lamung District, Chonburi, following concerns raised by residents over potential environmental and public health risks.

 

Residents living near the the reservoir and close to the Horse Shoe Point intersection on Pornprapanimit Road, reported the presence of foul-smelling, greasy water near a drainage outlet. While the drainage appeared to be functioning normally, a thick layer of oil and fat was observed floating on the water’s surface, prompting suspicions of illegal discharge into the public water source. The location lies near the boundary between Nong Prue Municipality and Pong Subdistrict Municipality.

 

In response, Mr. Winai Inpitak, Mayor of Nong Prue Municipality, and Mr. Anucha Pianjai, Mayor of Pong Subdistrict Municipality, conducted an on-site inspection. The initial assessment confirmed that the affected area falls under the jurisdiction of Nong Prue Municipality. The inspection team included Ms. Nucharin Palachot, Director of the Public Health and Environment Division and Mr. Boekkachai Nilpanan, Director of the Sanitation Engineering Division, along with environmental officers and engineers.

 

Ms. Nucharin noted that while the exact source of the wastewater has not yet been identified, preliminary observations suggest that it may originate from nearby commercial establishments. The municipality plans to trace the connections from these businesses to determine whether wastewater is being improperly discharged into the rainwater drainage system. Should violations be confirmed, immediate orders will be issued to cease such practices.

 

She emphasised that the presence of strong odours and greasy residues is inconsistent with normal rainwater runoff, underscoring the urgency of the matter. The investigation will include a review of permits and wastewater treatment facilities within local businesses to ensure compliance with environmental regulations.

 

As a precaution, all businesses in the immediate area have been instructed to suspend discharges into the drainage system while municipal officials test the quality of treated wastewater. If the wastewater fails to meet regulatory standards, the responsible parties will be required to rectify the issue without delay.

 

The municipality has committed to resolving the matter swiftly and ensuring that Mabprachan Reservoir, a water source for the local community, is protected from further contamination.
