If you are driving, I suggest parking in Siam Paragon parking garage.

 

For a Thai person, getting a clearance takes about 2 to 3 weeks unless given priority.

You will need something that states you require the clearance.

Ask when it will be ready, that sometimes is based on your document that is requesting the clearance.  Call before you go to see if it's ready.  They may not notify you, so call to check status.

 

 

Either waste your time and walking in or just get somebody to send it in from abroad but you need more paperwork than non o Visa. Absolutely ridiculous. They need a letter from your employer and your employer's business license so you can only get one if you're working for a Thai business or Thai company if you need one from abroad then you need to send it from abroad easier.

They also want proof they want copies of your visa they want copies of your entry they want to see proof that you've lived in Thailand for over a period of time. 

What's ridiculous none of them speak English

If you live in Isaan, the RTP Provincial HQ in Khon Kaen, situated north of the Bangkok Hospital on the road that runs alongside the University Campus (not route 2)

Sounds like we didn't have the same experience. I had to do it recently for visas and apart of the regular papers they ask for, passport, TM 30 , visa extension entry card, they asked for a letter from our agent taking care of the visas saying why we needed these criminal records.. We met two different officers who were speaking enough English , courteous, and we received our documents by mail 3 weeks later, although it could have been taken from their office sooner.( but I wasn't on hurry and didn't want to drive again 400 km back and forth) I agree on the fact it's impossible to park a car there and finding the right building isn't simple. So it wasn't as bad as you describe it. Maybe we have been lucky
