Thai - Cambodia Conflict Intoxicated Soldier Causes Stir at Thai-Cambodia Border

In a surprising twist during a tense ceasefire monitoring mission, a Cambodian soldier's inebriated outburst at the Chong Arn Ma checkpoint in Ubon Ratchathani has put a spotlight on ongoing border tensions between Thailand and Cambodia. The incident, initially causing concern among visiting ASEAN military observers, was clarified by Cambodian officials who confirmed the soldier was under the influence at the time.

 

Major General Kran Boonchai, deputy director of military intelligence, provided this crucial update to the eight-nation ASEAN observer group on 20th August. The delegation, led by Brigadier General Samsul Rizal Musa, Malaysia’s defence attaché in Thailand, was in the region for three days to scrutinise the adherence to a recent ceasefire agreement.

 

The observers visited various sites, including Phanom Dong Rak Hospital in Surin province, which has suffered from Cambodian shelling. Thai officials took the opportunity to present evidence of unexploded ordnance as proof of ceasefire violations. According to Lieutenant General Anuparp Sirimonthon, deputy army chief-of-staff of Thailand, these breaches were clear indicators of Cambodian non-compliance with the agreed terms.

 

 

Despite a ceasefire, Thailand alleges multiple violations by Cambodian forces, ranging from artillery shelling to the deployment of landmines that have caused injuries to Thai soldiers. Maj Gen Kran particularly highlighted the dissemination of misinformation, which he stressed was as damaging as physical aggression in fuelling ongoing tensions.

 

Provocations reportedly included the use of surveillance drones and increased troop presence in disputed areas. Maj Gen Kran urged the international observers to address these issues critically, emphasising the corrosive effect of misinformation on peace efforts.

 

Brig Gen Samsul acknowledged the comprehensive briefing given by Thai military officials, expressing the observer team’s commitment to relaying their findings accurately. He underlined that their mission was observational, not inquisitorial, although the incident with the Cambodian soldier clearly showcased lapses in discipline and professional conduct.

 

 

This incident, while involving a seemingly minor act of indiscipline, underscores the fragile nature of the ceasefire and the complexities involved in maintaining peace along the Thai-Cambodian border. The international observer presence aims to foster transparency and dialogue, urging both nations to honour the ceasefire framework sincerely and address grievances constructively.

 

The ASEAN observers, upon concluding their visit, are expected to submit a report highlighting not just the breaches of agreement but also recommending measures to enhance trust and cooperation. Such steps are imperative to ensure that peace is not only declared but diligently maintained.
