Is there a Thai version of English Received Pronunciation?

I was chatting to a Thai guy in English today, but  he turned to Thai to talk to my daughter.  Afterwards she said to me, "Your friends speaks the best Thai." When I asked her what she meant, she said,It's like a Thai version of English RP, (Received Pronunciation.) 

 

So I was wondering. I suppose there must be an accent spoken by the well bred, the highly educated and hi so Thais etc., but is there a part of Thailand where it is considered that they speak the best Thai? I presume it would likely be Central Thai.

I think, if you listen to newscasters and educated people in Central Thailand you will hear correct pronunciation of Central Thai.
