Japan Commits Continued Support for Philippine Projects

Japan has reaffirmed its commitment to provide low-cost loans for major infrastructure projects in the Philippines, including bridges, spillways, and maritime initiatives. This assurance comes amidst ongoing investigations into questionable flood control endeavors by the Philippine government, coinciding with congressional budget hearings.

 

Finance Secretary Ralph G. Recto led a Philippine delegation to Japan on September 11 to secure continued assistance. Citing two “A-” investment-grade ratings from Japanese debt evaluators, Recto emphasized the nation's fiscal management and investment potential. He highlighted reforms intended to make the Philippines attractive for foreign investment, including the CREATE MORE Act, which offers competitive fiscal incentives and VAT exemptions for exporters.

 

Recto and his team met with Japan’s Special Advisor, Mori Masafumi, to review Japan-funded infrastructure progress. Masafumi noted positive developments in several sectors, from infrastructure and disaster prevention to energy and peace in Mindanao. Recto assured Japan of transparency and proper project implementation to uphold investor trust.

 

Looking ahead, Japan’s fiscal plan for 2025-2026 includes funding the 2.6-kilometer Second San Juanico Bridge, enhancing connectivity between Leyte and Samar and reducing travel time and costs in the Visayas. The Parañaque Spillway Project is also on the agenda, aiming to cut flood risks in Laguna Lakeshore by 37% during severe weather. Additionally, a new facility for the Philippine Coast Guard in Subic Bay is set to boost maritime safety.

 

Japan remains the largest provider of official development assistance (ODA) to the Philippines. As of March, Japanese commitments totaled $14.19 billion, representing 39.2% of the Philippines’ ODA portfolio. Last year, Japan's contributions surged by 6%, reflecting its continued support of Philippine development.
