Americans are baffled by this British shopping cart rule

I was at JFK Airport in New York last week. Looked to me like the luggage carts were for RENT- you scan your credit card in the machine, pay six bucks, and it releases a cart. Not sure if the money is refunded when you return the cart or not. Pretty dingy airport as well.

 

Now, in Seoul or Tokyo, the carts are available free of charge in the baggage claim area. Take one if you need, and leave it outside the terminal when you are finished- in the parking lot, at the curb where the taxis are, etc. 

 

Never seen a coin operated shopping cart at any supermarket in Japan ever.

At Los Angeles LAX (at least the international terminals) the carts are free in the luggage arrival area, but you have to rent them for departure, unless you get dropped off at arrivals where you can just grab one that has been left. It's a rental, there is no getting the money back. 

 

The carts are owned by a company that contracts with airport to operate, which works pretty well.

Not baffled by coin carts. 

Baffled by beans and toast being regarded as food.
