Vietnam is enhancing efforts to train a new generation of skilled railway workers in preparation for a significant expansion of its rail network, including the North–South high-speed line. The Ministry of Construction has put forward a plan for developing railway personnel through 2030, extending to 2045. This initiative is crucial to reduce dependency on foreign expertise for the design, building, and operation of the new transport systems.

 

Recently, the government approved nine new railway routes and upgrades to seven lines, as well as plans for 28 urban railways in Hà Nội and Ho Chi Minh City, totaling over 1,100 kilometers by 2045. Key projects such as the North–South express railway and the Lào Cai–Hà Nội–Hải Phòng line are pivotal to modernizing the country's infrastructure and boosting regional connectivity. Ensuring a local workforce can manage these projects is essential to mastering and advancing global technology standards.

 

Vietnam’s railway sector currently relies on imported technology and has limited domestic expertise in areas like locomotive design and automation. Without a robust workforce development strategy, the ministry warns that technological mastery will remain challenging, maintaining reliance on external experts. International examples demonstrate that successful high-speed rail launches pair infrastructure investments with strategic workforce training.

 

The plan targets training over 140,000 workers by 2045, segmented into phases. Between 2025 and 2030, approximately 35,000 individuals will receive training, focusing on high-speed rail and urban metro systems. This includes postgraduate students, university graduates, and intermediate-level workers across various fields of study. The period from 2031 to 2045 will focus on research, technology transfer, and fostering homegrown innovation, with a goal of having 5,000 personnel dedicated to mastering technology.

 

To make rail careers appealing, the draft project suggests creating incentives and supportive policies for skilled personnel in railway management and research. It highlights the need for collaboration between universities, enterprises, and government agencies to align training with project demands. Investment in modern training facilities and research partnerships with railway-leading countries is emphasized as a strategy to enhance workforce capability.

 

The funding for this ambitious project will come from various sources. Investment budgets for major projects will cover training costs, while the State budget will support education upgrades. Enterprises will contribute to training their own staff, and international cooperation will be sought for additional support.
