Floodwaters in Hanoi caused by the remnants of Typhoon Matmo resulted in suspected electric shocks on October 7, prompting immediate action by authorities. A woman collapsed in ankle-deep water due to a suspected electric leak near a streetlight pole, with others experiencing similar symptoms such as tingling and numbness. Police swiftly responded, securing the area and coordinating with the power utility to address the issue within half an hour.

 

The incident took place at the Tu Mo–Pham Hung intersection around 10 a.m. Officers used a specialized vehicle to safely transport residents and motorbikes through the flooded streets, emphasizing the importance of avoiding electrical sources during floods. Authorities urged locals not to drive through flooded areas and to steer clear of electrical poles and transformers.

 

Hanoi experienced heavy rainfall from 3 a.m. to noon, leading to significant flooding in the city. The drainage company reported 122 flooded areas, with at least 29 locations having water levels above half a meter, stranding many vehicles. This event marks the third major flooding in Hanoi within 40 days, following typhoons Kajiki and Bualoi.

 

Experts emphasize the need for improved urban drainage systems to mitigate future flooding risks. As flooding becomes more frequent, residents are advised to stay informed and prepared for such emergencies. The government is expected to evaluate the current situation and consider measures to enhance the city's flood resilience.
