Vietnam Schools Struggle as English Becomes Compulsory

Schools across Vietnam face challenges as English becomes mandatory from Grade 1, a move set to strengthen students’ language skills but also create a teacher shortage. Nguyen Thi Binh Minh, principal of Thang Long Primary School in Hanoi, expressed enthusiasm for the new policy but voiced concerns over recruiting qualified teachers. With low salaries making teaching unattractive, Minh noted that many educators leave for better-paying opportunities.

 

Teachers at Binh Minh earn as little as VND5 million (US$190) per month, leading to high turnover. Other primary schools, like one in Hanoi led by Principal Ha, already face staffing shortages, with only two teachers managing 40 classes. The new mandate, requiring additional resources, will exacerbate these issues. By 2030, the Ministry of Education and Training estimates a shortfall of 22,000 English teachers, highlighting the need for retraining 200,000 educators.

 

Efforts to address this involve proposals such as expanding English courses in teacher-training universities, recruiting English graduates for pedagogy training, and hiring native speakers. Online classes and AI tools are also suggested solutions. The Ministry hopes to improve retention by increasing teacher salaries by VND1–2 million and raising teaching allowances per Politburo’s Resolution No. 71.

 

Beyond staffing, there's also concern over curriculum design for Grades 1 and 2, which should focus on interactive and technology-supported activities. Pilot programs in Ho Chi Minh City have successfully integrated English through games and storytelling, emphasizing early familiarization. Experts like Associate Professor Dr. Bui Manh Hung and Principal Huy advocate for standardizing curriculum content and teaching duration to ensure effective learning.
