Manila Imposes 'Anti-Balaclava' Ordinance in Public Spaces

The city of Manila has introduced an "Anti-Balaclava" ordinance, prohibiting face-covering garments in public establishments. This new rule, announced by the Manila Public Information Office on November 22, aims to enhance security by banning items such as balaclavas, ski masks, racing masks, and hoodies that cover the face in commercial and government buildings, or while on standby on motorcycles.

 

The ordinance does not apply during public health emergencies where the Department of Health mandates face masks for safety. It also exempts drivers and passengers temporarily stopped due to traffic signs, law enforcers on duty, and individuals whose religious practices require specific headgear.

 

Violators will face penalties including a ₱1,000 fine for the first offense, ₱3,000 for the second, and ₱5,000 for subsequent offenses. Repeat offenders may also face 15 days of imprisonment and possible revocation of their driver's license through the Land Transportation Office.

 

Experts suggest the ordinance is a response to security concerns and may affect those who rely on face coverings for protection. Critics argue it could be challenging for enforcement and might impact cultural practices if not applied carefully.
