First time adult UK passport application - they want all others

My son is applying for his first adult UK passport (his first UK passport - he never had one as a kid).

 

Section 3b says to tell them about all other valid passports he holds (and numbers), regardless what country they are from - but then it says those same original passports must be 'sent' along with the passport application. I've never come across this before. I know when 'renewing' an adult PP they want the current UK passport (which they will cancel at the application centre) and then you can't travel until the new one arrives.

 

But this first-time adult passport application and the apparent requirement to send all other valid passports to them - including foreign ones - seems a serious over-reach unless it just means show it to the woman at VfS when submitting all the paperwork and photos?

 

Anyone know for sure?
