Myanmar’s military regime has set up a national steering committee to accelerate construction of the Muse‑Mandalay railway, a flagship project under China’s Belt and Road Initiative (BRI) and the China‑Myanmar Economic Corridor (CMEC). The move comes as Beijing tightens its influence in northern Shan State, where the junta has recently regained ground with Chinese backing.

 

The Ministry of Information announced the 19‑member committee on 30 August, the same day junta leader Min Aung Hlaing met Chinese President Xi Jinping in Tianjin to discuss speeding up BRI and CMEC projects. The committee is chaired by Transport and Communications Minister Mya Tun Oo, who is also contesting a parliamentary seat in Pyin Oo Lwin in the regime’s planned election this month.

 

The Muse‑Mandalay line would connect the border town of Muse with Mandalay via Lashio, Hsipaw, Kyaukme, Nawnghkio and Pyin Oo Lwin, before extending to Kyaukphyu in Rakhine State. For China, the route offers a direct corridor to the Indian Ocean, enhancing its strategic trade and transport reach.

 

The committee’s remit includes drafting frameworks for government‑to‑government talks, attracting investors, securing concessional financing, and creating a special‑purpose vehicle company to manage agreements. Reports will be submitted to the junta’s cabinet and economic committee for approval.

 

China’s leverage has grown in northern Shan, where ethnic armed groups such as the Myanmar National Democratic Alliance Army (MNDAA) and Ta’ang National Liberation Army (TNLA) have been pressured into ceding towns they had seized. Min Aung Hlaing publicly thanked Xi for Beijing’s role in helping the regime retake territory.

 

Yet the railway corridor remains contested. The MNDAA still controls the Lashio‑Hseni stretch, while TNLA and Kachin Independence Army forces hold areas around Kutkai and Muse. Progress will require negotiations not only between the junta and these groups, but also among the armed organisations themselves.

 

Despite the obstacles, analysts say Beijing views the Muse‑Mandalay railway as a strategic priority and is likely to push it forward regardless of local resistance. For China, the project is central to securing a reliable route through Myanmar to the Indian Ocean, underscoring its geopolitical weight.
