When laws are unjust, civil disobedience becomes our duty. Of course, they should have been arrested. That brought attention to the issue! They knew exactly what they were doing. If the courts have any sense, they will not prohibit repeat actions or impose fines. No one will make those promises or pay, thus filling the jails. That's the point!

I'm going to presume you're talking about freedom of speech. Anyone in the US has the same rights under the Constitution (which is now being ignored).

   In older times, if you ignored the coppers , you would get a  truncheon in the ribs and chucked into the back of  meat wagon and carted off to the Cop shop
