Canadian getting married for the first time, a few questions

Hey I want to get legally married in Bangkok to help with the sponsorship process to get my wife/fiance into Canada long term. Im Canadian and never been married.

1. I understand there's a certificate of "being single" I need to apply for at the Canadian embassy in Bangkok but I'm currently in Ottawa and was wondering if I can use the certificate they issue here in the capital city instead of applying in Thailand.

2. Other than a birth certificate, passport and certificate of singleness (all translated to Thai) is there anything else I need to provide?

3. What are all the steps, get certificate and documents and then... go to the government office to hand them in and what am I missing?
