No, the US did not fund the Taliban. The Taliban showed up around 1994 which is 5 years after the USSR left Afghanistan.

Taliban movement emerged in the early 1990s from religious schools (madrassas) and, to a significant extent, from within Afghan refugee camps and Pashtun communities located in Pakistan, particularly in areas near the border, including Balochistan and Khyber Pakhtunkhwa. The movement was formed by young Pashtun men, many of whom were educated in Pakistani seminaries and were veterans of the anti-Soviet Mujahideen fighting in Afghanistan.

The was no mention of "US Social programs" in your post. You wrote of social programs in the west. I wrote about there being adequate resources, but those resources are being hogged and manipulated by a few.

You are merely confirming what I wrote.

The money from the USA was funnelled through Pakistan. It's not as if there is a wall between the two countries.
