Ok, here's the thing. The US presidency is controlled largely by the CIA/deep state and also largely by lobby groups. Combined, I would say the total control is roughly 80%. I'm just making that number up. But I'm guessing the President only has about 20% wiggle room to make his own changes after all the lobby groups' interests and the CIA/deep state pulling strings behind the scenes.
