Well you'll most likely (unless you have a WP) only get a single entry from the locations you mention.

Cheapest would probably be Laos or Penang? But you can get cheap flights to Singapore now. If you have a good excuse it's sometimes possible to get the Visa the same day (or if you use an agent in Penang......which is a risk you take!).

Yes, most times. If you're definitely getting a WP, then a single should be enough!
