Sorry if a similar question has been asked in the past, but I would like to know the earliest time my fiancee can apply for entry to the UK so she can marry here sometime during Spring 2008.

She was granted her last visitor visa on 19th February for the period of 6 months. She flew home on 18th August after spending 4 1/2 months here. If she applied in January for a fiancee visa would this be too early or would she have to wait to the anniversary of this year's application (i.e. 19/2/2008)

She can apply for a Fiancee visa any time. It will be valid for 6 months from the date of issue so she can apply to allow sufficient time from the date of issue for her to arrive in UK, to get married and get the application in for FLR before the expiry date of the Visa.
