She is the one who must apply for a visa and if she wants to go to France then it is to the French embassy that she must apply. It doesn't matter what her boyfriends nationality is.

If he is to sponsor her application, yes but she may have the means to independently apply for a visa without a sponsor.

Are they married? If so, she could apply for a free visa for France. If they're boyfriend and girlfriend, then she should apply for a visa at the French embassy in Bangkok.
