She is the one who must apply for a visa and if she wants to go to France then it is to the French embassy that she must apply. It doesn't matter what her boyfriends nationality is.

October 7, 200718 yr Are they married? If so, she could apply for a free visa for France. If they're boyfriend and girlfriend, then she should apply for a visa at the French embassy in Bangkok. If she has no intention of visiting the UK, then she need not apply for a UK visa. That he is not French will have no bearing on the outcome of the application. Scouse.
