If you want a tourist visa or have documentaion for Non-Immigrant visa, take a cheap flight with one of the new airlines to Penang, Kuala Lumpur etc.

Problem is kkk33 that you didnt say if you wanted a single, double treble or quad tourist visa or Non Immigrant its therefore difficult to advise you where to go as some consulates are more lienient than others..........I/d go alnog with George, you wont go far wrong going down to Penang.
