Good machines for cheap...no. Department store equipment is crap to the point of being dangerous and not cheap. Good quality machines are expensive.

Free weights..yes. A power rack with pullup bar plus flat/incline bench will run around B15,000. An OK Olympic bar is probably around B3500-4500. Plates around B50-60 per kilo.
