I was wondering what “street smarts” are, then saw that it was a headline in the New York Times. Must be an American thing.

P.S. Confirmed by my favourite online dictionary:

street smarts plural noun US

the ability to manage or succeed in difficult or dangerous situations, especially in big towns or cities:

You haven't got the street smarts to last ten minutes in New York without getting ripped off

'street smarts' is a basic, almost fundamental english language colloquialism...

can't believe that a mod on TV wouldn't be aware... :o

(wouldn't worry too much...in the case of the NYT it's all about context...)
