Of course if you buy and the owner has gone then you have your problems.. I had an experience where I sold a bike, but the new owner did not register the change for several months. He was told by the Land Transport Dept that my letter was out of date......... He came asking me for a new one, which was a headache to get. I also know of a number of ghost vehicles in Pattaya, where the owners have left. The vehicles are still in use with current road tax discs, and have changed hands several times, but the current owner is not the one listed in the book.
