How does a business in Thailand acquire a toll free number that can be forwarded to normal number/mobile within Thailand?

My guess it that TOT should be able to do this, but can't find any details on their website.

I am having trouble with my toll free number provided by TOT. I cannot find a Thailand toruble reporting number. Does anyone know how I can call TOT to get this fixed?
