Thai Passport

Does anyone know if a Thai Passport can be applied for upcountry. I seem to remeber reading somewherethis was possible.

There is a list of passport offices in Thailand on this webpage:

I don’t know how up-to-date that list is. Perhaps the passport applicant should give them a call first.
