I would add the place on the 8th(?) floor of the Dusit as an excellent choice for dim sum. Not the cheapest (as you would expect) but not too expensive and really good dim sum. Last time I was there they had some set menus choices which are quite good value. It's really nice inside and the views over the bay are great. The dim sum finishes at 2pm I believe and I've never tried their regular menu so can't comment on that. Be aware that drinks prices are what you would expect from a 4(?) star hotel.
