Hi read in bangkok post about a new road R3E thru laos to china ,I was thinking about doing that trip in a few weeks ,is there any old or new info about this on thai visa somr place thanks ken

yes, its not really that new anymore-youre mere showing off youve read that BKK-post. Also a new bridge is planned to replace the ferry there. Various subjects about how to cross Laos=visa needed for about any westerner, and now also a good bus service via that road till China border.

In fact I met 2 proper Thai/Chula students in China/Yunnan some 2 yrs ago who had come that way-overland-as their pre-graduation trip.

Thre is also a 2/weekly boat service Chiang Saen (aka golden triangle) to JingHOng-south China-cost about 4400 THB/no laos visum needed.
