Any word on whether we are still supposed to send our 90 day mail in reports to Bangkok or whether the provincial office we are supposed to be dealing with now will accept reports by mail?

You have to report to your local immigration office and nowhere else. Most will accept 90 day reporrting by mail, only a few don't.

I see that Google has messed again with the link generation for placemarks on Google Maps. Here is the direct link to the Tak immigration office, with the mailing address in Thai and English.
