I always do my 90 days report at the one-stop center in Jatujak as this is where I got my work permit and non-imm visa.

However, could I do my 90 days report anywhere in the country?

You have to make your 90 day reports to where you got your extension or your assinged office.

If you live in Bangkok you could also make them at Suan Plu.

Since early this year it is the rule. It is same for re-entry permits also.

The information on the web site is the old system. Those upcountry who were using it have been informed not to do so next time.

Not unless you live in Bangkok or the provinces that can use that office.

Mailed in reports have to go to your assigned office.
