The government was likely to impose the Internal Security Act again for the red shirts' anti-government rally next Saturday on the third anniversary of the coup, Prime Minister Abhisit Vejjajiva said yesterday.

"The Internal Security Act will be considered at Tuesday's Cabinet meeting and it is likely that the government may invoke the law again," the PM told reporters.

The Cabinet would assess the need for use of the Act, he said, adding that it would help maintain law and order.

The red shirts plan to hold a demonstration on September 19 to commemorate the 2006 coup that overthrew the Thaksin Shinawatra government, and to renew their calls for Abhisit to resign.

The anti-government group cancelled previous rallies planned earlier planned for August 30 and Sept 5 after the Cabinet invoked the ISA, which allows the government to deploy troops, ban gatherings and impose curfews.

The prime minister's remark came yesterday after a discussion with caretaker national police chief General Thanee Somboonsap.

Red-shirt leader Jatuporn Prompan said yesterday he expected more than 100,000 people to join rally next Saturday. He said the Royal Plaza would not be large enough for the mob and that the crowd would "spill over" to the nearby residence of Privy Council president Prem Tinsulanonda.

He insisted that the red shirts would not lay siege to Government House because Prime Minister Abhisit would be in the US at that time.

Jatuporn said the protesters would stage a symbolic sit-in protest outside Prem's residence even if he was not at home as they believed he pulled the strings behind the September 19 coup.

He said the protest would be staged even if the government imposed the Internal Security Act because they had the right to gather peacefully under Article 63 of the Constitution. If the government imposed a violent crackdown, they would file a complaint with the National Anti-Corruption Commission (NACC).

Jatuporn said the red shirts were considering whether to march to the office of the NACC, because some former police were unhappy with its ruling on the October 7 crackdown.

He said the group wants to see how counter-corruption officials respond after ruling that criminal charges should be brought against former Prime Minister Somchai Wongsawat, former deputy premier Gen Chavalit Yongchaiyudh, and seven high-ranking police including the national police chief over the crackdown on People's Alliance for Democracy (PAD) protesters.

Meanwhile, another leading red shirt said yesterday that fugitive PM Thaksin Shinawatra had cut back roles for "the trio" who have played a leading parts in violent protests by his supporters. The trio refers to Jatuporn Prompan, Nattawut Saikua and Veera Musigapong.

Thaksin decided to push for 30 new leaders to usher in a new peaceful struggle through leader-training schools to be established as a network nationwide. He wanted to produce leaders to help the red shirts achieve their goals through systematic political campaigns, according to Nisit Sinthuprai, former executive of the now-defunct People Power Party who is a director of the Democratic Alliance Against Dictatorship School.

Nisit said he and other supporters of Thaksin such as Dr Weng Tochirakarn, Jaran Ditta-apicha, Wisa Kanthap, Shinawatra Habunpad wrote the curriculum for the school.

He said he had consulted Thaksin on plans for the DAAD to have a group of about 20-30 people as a panel to map out strategy, evaluate situations and make decisions on their movement. This leading role should not rest with just Jatuporn, Nattawut and Veera, as it had previously.

He said the red shirt protest on Saturday would help gauge the sort of support Thaksin still has.

By yet again denying ANY party or faction the right to peaceful protest by considering initiating the ISA it is more likely to inflame the situation-it's the easy way out!

Get the police and military to correctly do their jobs with respect to crowd control and allow such protests, any protesters, whatever color/creed/affiliation, that step outside the law should be dealt with quickly and efficiently.

What it does provide for is swifter action if things are allowed by Demo leaders to go very wrong.

It also increases detention options and end penalties.

If the Red leaders are so worried that they can't control this they shouldn't have it,

but if they purposely want it to go bad, or certain elements WITHIN Redland do want that,

then the close down can be swift and without hesitation, to benefit the rest of the country.

Regardless if it goes bad the Reds will blame any and all, but themselves.

But again they CAN hold a properly permitted rally,

meaning they told the authorities what they plan, and stick to that,

and hold a peaceful protest under the ISA, unless told specifically they can not.

Which might because intelegence says trouble IS expected, from some quarter.

Just one of the articles of the ISA:

# Article 19, allowing the ISOC director and designated officials to act as criminal investigation officials and have powers similar to those of public prosecutors and judges. They are given the authority to sentence any person found involved in a threat to internal security to attend re-education camps for up to six months. The draft does not state where such camps will be set up or under whose authority (civilian or military). This provision will allow for arbitrary incommunicado detention in undisclosed or inaccessible places where independent monitoring is impossible. It also sidesteps the protections in Thailand’s criminal justice system.

Serves the red shirts right. Stop throwing projectiles at the PMs car and stop plotting to stage a violent revolution and then you might have a beef. For now, go ahead and have PEACEFUL demos, no problem. Of course we all know they are in no way interested in PEACEFUL demos. I am very happy to hear any and all news of the PM getting tough with a force that seems determined to tear this country apart in the name of wannabe dictator Thaksin at any cost.

Of course article #19 would go out of effect when the ISA is lifted after trouble abates,

and then they go into the regular justice system.

The current calls from Shinawatra clan persons supporting a coup, and the rather symbolic date,

AND the disposition of Thaksin's court cases, would indicate a much elevated risk to the nation,

of this 100,00 people having a rally hosted by the incendiary speeches of, Jutuporn and his buddies.

I repeat above, they have been told they can have their rally.

But if the can't hold it together properly that is THEIR problem.

It is time that the REST of the nation stops being victimized by their rabble rousing.

This has nothing to do with disparaging the uplifting goals of many upcountry people,

who might see the reds as a route from poverty, only about their red leadership's

ability to do this like other groups do regularly. ( farmers, and others, not meaning pad)

There was a huge rally yesterday in Washington DC, don't for a moment imagine that along the side lines

there were not more than enough enforcement agents available to maintain order,

and that they didn't have enough powers to detain and remove those causing trouble without question.

And when the main trouble is over then deposit them into the regular court system for disposition.

to vote for their preferred leader ? I cant see how the rural folk can possibly

fail to be heard next time? :)

Why not, the rural folk were ignored last time and the elected government thrown out. What has changed? Even the armchair fascists here believe in government by decree. Would have thought a compromise would be reached but seems that isn't on the agenda for either side, can only be settled in the end by force then, sad.

Day one - brainwash (quick rinse in most cases)

Day two - instruction on how to post without thinking, with increasing shrillness and pointlessness on matters you don't understand.

Day three - how to appear smug and self righteous at every turn. Espescially against those uneducated Thais that oppose you views in their millions.

Day four - Prayers.... All sin is attributable to Thaksin. No corruption existed before him, nor does it exist since the coups of 2006 and 2008. Forgive PAD their trespasses as we dont forgive anybody that disagrees with us. For Sondhis is the true rule, the elite and the army forever in power we pray... amen.

You *** should remember that the right to protest was enshrined by the very people that are trying to take it away now. Good enough to get Abhisit the puppethood, but not permissable to use it to get him out.

This is merely posturing and testing the waters for what they are going to do when they have to call and election. An election they will certainly loose if it is fair and and election they are currently gerrymandering again.

How long before they realise that their money will be better invested in Thaksin? Just pay him to keep their elite snouts in the trough.
