New Year's Celebrations

Does anyone have a suggestion for New Year's Eve dinner and countdown in Chiang Mai? Preferably somewhere romantic and open-air. I heard a rumour that bars and clubs will be shut down at midnight due to the Santika tragedy last year. Has anyone else heard something like that?
