I read the forum and checked Google but had a hard time finding my answers.

Here's my understanding:

You can get a 90 day ED visa. Then every 90 days it can be extended for 1900 baht.

How much does an ED visa cost when you apply the first time?

Is there a "multiple entry", how much does it cost, and does that only cover the 1st 90 days?

I travel out of the country every 3-4 months for fun. Do I need to get a re-entry permit when I do this? How much does that cost? How will this traveling affect an ED visa? When I come back into the country do I need to pay another 1900 baht because it would be considered a new 90 days?

I qualify for a Non B visa or a Non ED visa. So what it comes down to is price and convenience. Visa runs don't bother me. But I'm going to be studying Thai language for a year so it seems that the ED visa is the best option since I'm paying for the classes anyway.

Your visa entry is 90 days - before it is over you apply for a 90 day extension of stay for 1,900 baht at Immigration and do that every 90 days.

Any travel will require a single re-entry permit at 1,000 baht (they are only valid for the period of your current extension of stay so you do not want a multi entry type).

In addition to what Lopburi3 says above re the single entry visa, you can also get a multiple entry ED visa. I know the Hull Consulate in the UK issue them (they told me although I went for a single entry) but have no other information on where else they can be obtained. They are valid for 1 year from date of issue and you get 90 days upon arrival, after which you MUST leave the country. Theoretically you can enter and leave on your last day of validity and get a further 90 days, so 15 months all up is possible, although there may be a requirement to continue study beyond 1 year. I don't know about any documentation requirements (if any) for re-entry under this visa and from memory, the cost is about double that of a single entry.

Your (accredited) language school should be able to advise (to an extent).

Believe the Op is already here, and he will not obtain multiple entry Non-Ed visa within the region. Single entry Non-Ed visa, and 90 day extensions with supporting paperwork from the school (plus re-entry permit as appropriate), would seem to be the way to go.
