Phrae MP plays VDO clip of troops allegedly firing at Pathum Wanaram temple

Phrae MP Worawat Uaapinyakul showed a video clip of what he claimed to be troops were firing at protesters inside the Pathum Wanaram temple.

The clip showed troops aiming at the temple and Worawat claimed it was taken on May 19 after protesters rioted and set fire to CentralWorld.

However, the clip did not show any smoke from the fire.

Worawat claimed that the clip initially had the part with smoke but it mysteriously disappeared.

His statement led to turmoil and protests by Democrat MPs who said Worawat lied and presented false evidence to the House meeting.

BRT off to a sluggish start amid heavy traffic

BANGKOK: -- The highly awaited Bus Rapid Transit system has not had smooth riding since its Saturday debut, with trips slowed by vehicles encroaching on its lane and drivers stopping too long at platforms.

The buses encountered heavy traffic in Bangkok's Tha Phra area.

Since yesterday was the first day of school, the Rama III-Narathiwat-Ratchapreuk roads were so jammed up that vehicles spilled over into the BRT lane.

Deputy Bangkok Governor Theerachon Manomaipibul said the problem of vehicles occupying the BRT lane prompted the Bangkok Metropolitan Administration to reconsider the design of future routes to be constructed. They might be adjusted to use the space along canals as BRT lanes.

This first Sathorn-Ratchapruek route was a project that this administration had inherited from the previous administration, he said.

The traffic conditions also saw many motorcycles taking up the High Occupancy Vehicle right lane that is reserved for vehicles with over three passengers.

His discussion with Traffic Police yielded the understanding that they would not arrest or fine anyone yet, to allow people some time to adjust and choose to use public transportation instead.

Amorn Kitchawengkul, managing director of Krungthep Thanakom, said the BRT service faced a problem of other vehicles blocking the BRT lane at the Ratchapreuk U-turn. The severe congestion on Rama III Bridge was because people didn't understand the concept of leaving the centre lanes for the BRT's sole use yet.

Even Traffic Police were also forced by motorists' pressure to let them use the BRT lane, causing the whole route to take 80 minutes to travel instead of 70 minutes.

Another problem was that the bus drivers took a little too much time waiting at the platforms. The BMA should inform the public about the HOV lane works and cooperate more closely with police, he said.

In the past two days, BRT served about 10,000 commuters daily, compared to the projection of 30,000 commuters per day. During the 6am-9am and 4pm-8pm rush hours, 20 buses were deployed with a bus leaving every five minutes, while 10 buses were running during the day from 9.30am-4pm with a bus released every 10 minutes.

The BMA Traffic and Transportation Department is drawing up regulations to fine HOV-lane violators Bt200, which should go into effect in one month, he added.

Police transfer in wake of reds' hotel raid

BANGKOK: -- Bangkok's Wang Thong Lang police superintendent Colonel Samith Cherngsa-ard has been transferred to an inactive post at the Metropolitan Police Area 4.

The transfer order, issued by Metropolitan Police chief Pol Lt General Santhan Chayanont, claimed Samith did not perform his duty in response to police and Centre for the Resolution of the Emergency Situation (CRES) policies, Metropolitan Police Area 4 chief Pol Maj-General Somvuth Wannapirun said yesterday.

Beung Kum superintendent Colonel Thawat Wongsa- nga will be acting Wang Thong Lang police superintendent for 60 days, according to the transfer order that came in effect from yesterday.

A source reported the order came in response to the police raid on the SC Park Hotel to arrest red-shirt leader Arisman Pongreuangrong and others. Pol Maj-General Sumet Reungsawat, who led the raid, was taken hostage by protesters.

Samith reportedly delayed the issuing of any orders at the time. He also failed to attend the May 29 search of the SC Park Hotel when an M16 rifle with two full magazines was found in a ceiling, the source said.

Santhan said the order wasn't about the May 29 incident but over administration issues in the precinct. Night entertainment venues had been found open after closing hours.

Santhan said Somvuth had chosen Thawat as Samith's replacement, and he approved it.

Samith was the second Bangkok superintendent to be moved to an inactive post, following the Thung Song Hong superintendent. Earlier, police chiefs in four northeastern provinces, where city halls and government buildings were torched by red-shirted rioters, were also transferred to inactive posts, one day after their governors faced the same punishment.

Thousands suffering psychological scars of crisis: health minister

BANGKOK: -- Thousands of people have suffered psychological wounds from the recent political violence that resulted in 88 deaths and injuries to nearly 2,000 people.

People directly affected by the crisis lived in 24 provinces including Bangkok, according to the Public Health Ministry.

"In the capital alone, there are some 4,500 people suffering directly from the political unrest," Public Health Minister Jurin Laksanawisit said yesterday. "They need help".

He said therapy must be given to these people as well as those affected in 23 other provinces, in particular Nakhon Nayok, Pathum Thani, Khon Kaen, Roi Et, Chiang Mai, Chiang Rai, Udon Thani, Chon Buri, Ubon Ratchathani and Samut Prakan.

"Within the next three months, we expect to reach out to all the injured victims, relatives of those killed and non-protest people who suffered directly from the political unrest," Jurin said.

More than 80 per cent of the relatives of those killed remained depressed, stressed and vengeful, he said. And about 20 per cent of relatives of those injured had reported similar symptoms.

If categorised by regions, residents in the Central provinces were found to have the strongest emotions about what have happened. A recent survey showed emotions were still running high among 42 per cent of people in the Central region affected directly by the political crisis.

Mental Health Department director general Dr Chatri Banchuin said therapy for Bangkok residents would be completed within three months.

Dr Wachira Pengchan, the department's deputy director general, said the strong emotions could dissipate within three months but if not, they would lead to aggravated problems such as depression and suicides.

The department plans to help people directly affected before reaching out to other members of the general public and society at large.

Women in South African sex raid identified as Thai

BANGKOK: -- The Thai Ministry of Foreign Affairs yesterday said that three out of 21 women, believed to be victims of human trafficking and rescued from an alleged brothel in South Africa last Tuesday, were confirmed to be Thai nationals.

Following news that Thai women were arrested for prostitution in South Africa, Information Department deputy chief Thani Thongpakdee yesterday said he had received a report from the Thai Embassy in Pretoria that South African police had told the embassy three women, rescued in a May 25 raid, had passports and Thai ID cards, while others were pending nationality identification.

Thai Consulate officials would cooperate with the South African Interior Ministry to identify the remaining women's nationality and interview them. If they were deemed human trafficking victims, they would be sent home through the International Organisation for Migration (IOM) and the ministry would pay the expenses, , he explained.

The nationality identification would take some time depending on documents, he said, adding that previous arrests of sex workers had seen most women claiming they were Thai, hence definite nationality identification was needed. If it was found that they illegally entered the country for prostitution, South Africa would deport them immediately, Thani added.

Following a tip-off that the women, aged between 23 and 27 years old, had been trafficked and were being sexually exploited in Kempton Park, east of Johannesburg, South African police raided the place to rescue the women and arrested a South African woman for operating an illegal brothel. Thai passports were reportedly recovered alongside cash and a small amount of heroin.

Court Examination for BBC Fraud Case Postponed

The Criminal Court has postponed the evidence examination involving the embezzlement case of former adviser of the now-defunct Bangkok Bank of Commerce to September 6 as it is awaiting the Canadian justice minister to affirm whether all 16 charges can be leveled against him.

Corrections Department officials have escorted the former adviser to the now-defunct Bangkok Bank of Commerce, or BBC Rakesh Saxena to the Criminal Court for an evidence examination session for his alleged involvement in an embezzlement case.

Saxena was charged with conspiring in the embezzlement case, approving unauthorized loans and fabricating accounts and establishing bogus loans which saw the BBC lose 48 billion dollars.

The Criminal Court has postponed the evidence examination session to September 6 as the court is awaiting the Canadian justice minister's decision whether Saxena can be indicted on all 16 charges.

This approval by the Canadian justice minister is part of the condition the country imposed on Thailand when it agreed to extradite Saxena to stand trial in the Kingdom.

Despite being in a wheelchair, Saxena was reportedly in good spirit and good health when he traveled to the Criminal Court earlier this morning.

Suthachai released from emergency detention

Chulalongkorn University lecturer Suthachai Yimprasert has been released from his detention centre in Saraburi, where he was held without charges but under suspicion of violating the emergency rule since May 24.

The authorities brought Suthachai to Nang Lergn police station in Bangkok before allowing to walk free at around 8.30 pm on Thursday.

Emerged from his detention smiling and looking well, Suthachai said he was not informed why he was detained under the state of emergency.

"After three or four days in my cell, the Department of Special Investigation said it suspected me to be one among the second-generation leaders of the red shirts and involved in carrying on the protest despite the emergency rule," he said.

He said no charges were filed against him and that he was detained as a precaution to stop him from violating the emergency rule even though he had no involvement nor linkage to the protest.

1.56bn THB set aside to aid riot-stricken people

BANGKOK (NNT) -- The Bangkok Metropolitan Administration (BMA) and the government are jointly providing 1.56 billion THB in compensation to the people affected by the recent Bangkok riots while the registration period will be extended for another week.

Bangkok Governor M.R. Sukhumbhand Paribatra revealed that 27,752 people have signed up for the aid provided to those stricken by the recent turmoil in the capital. Out of this number, 16,221 people are from Pathumwan District, 5,524 from Ratchathewi, 3,759 from Bang Rak, 403 from Sathon, 291 from Din Daeng, and 282 from Wattana. Almost 600 of the registrants are those affected by arson attacks.

Meanwhile, the office of Pathumwan District has decided to extend the registration period for another week.

The government will start giving 50,000-THB compensation to each of the affected people on 2 June while the 10,000-THB grant from BMA will be paid on 3 June.

CENSURE STARTS FOR A SECOND DAY

PM upbeat to rebut charges

BANGKOK: -- The House on Tuesday convened on time at 8.30 am for the second and final day of the censure debate.

Chief opposition whip Witthaya Buranasiri was the first to speak from the floor, highlighting the first day of debate and complaining about poor signal and frequent interruption of the live broadcast of the censure.

Pheu Thai MP Chalerm Yoobamrung is expected to the highlight for today's debate. He is scheduled to take the floor in the afternoon and deliver a summation speech before midnight.

Commenting on the first day of censure, Prime Minister Abhisit Vejjajiva said he had no concerns about rebutting the charges but was worrying about the distorted views of the opposition lawmakers might be a hurdle to bring about the reconciliation.

"There are attempts to pass the blame on violence and this will make it more difficult for reconciliation to materialise," he said.

He said fence mending efforts could not succeed if politicians were not cooperative about reconciliation.

The prime minister said he was not going to intervene if the coalition Puea Pandin Party would allow a free vote on the censure, saying every MP is entitled to form their own judgement.

He repeated his pledge to form an independent panel to investigate the mayhem following the censure.

In regard to news reports that ex-premier Thaksin Shinawatra had employed a war crime lawyer, he said Thaksin might want to induce the international inteference in the internal affairs of Thailand.

PM says red-shirt leaders used distorted audio clip to instigate hatred

Prime Minister Abhisit Vejjajiva Tuesday said the red-shirt leaders had been using a distorted audio clip to instigate hatred towards him and his government.

Responding to allegations of Pheu Thai MP Titima Chaisaeng, Abhisit said there have been attempts to spawn hatred towards him and the government by using the bloody Songkran incident last year.

Abhisit said the red-shirt leaders created an audio clip to instigate resentment.

"I once went to Nong Khai and I heard what people shouting and saying things. It was all about that audio clip," Abhisit said.

"I would have come to protest myself hearing that audio clip."

DSI seeks arrest warrants for more terrorist suspects

BANGKOK (NNT) -- The Department of Special Investigation (DSI) will file a request to the Criminal Court for an issuance of arrest warrants for 20 more suspects on terrorism charges, including the opposition Puea Thai’s MP Karun Hosakun.

DSI Director-General Tarit Pengdit announced that the department has compiled enough evidence to seek more arrest warrants against another 20 members of the anti-government United Front of Democracy Against Dictatorship (UDD).

The DSI will confer with the state attorney working panel on Tuesday before submitting the request to the Criminal Court. Among the 20 suspects listed for the arrest are Puea Thai MP Karun Hosakun, and several UDD leaders and guards who have already been captured earlier for breaching the emergency decree.

The DSI had already obtained two lots of arrest warrants for terrorist suspects, the first was for the arrest of 9 UDD core figures and the second for 10 other UDD leaders and their accomplices. The latest group of 20 suspects are being tailed by officers who are ready to make a seize as soon as the arrest warrants are approved.

Thanarat Road expansion project halted

BANGKOK (NNT) -- Natural Resources and Environment Minister Suwit Khunkitti has halted the project of the Department of Highways to expand Thanarat Road leading to Khao Yai National Park from four lanes to eight lanes.

The minister ordered the Department of National Park, Wildlife, and Plant Conservation to negotiate with the Department of Highways in order to stop the project as trees along the road must be cut down to pave ways for road expansion.

Mr Suwit also stressed his opposition to the decision of the Department of Highways to expand the road as it would affect the fertility of the ecosystem and biodiversity of the forest as well as the condition of being a world heritage site.

According to the plan, Thanarat Road was to be expanded from four to eight lanes, extending a total length of 10 kilometers as a part of the Strong Thailand Project of the Ministry of Transport. Hundreds of valuable trees must be cut down while small hills and beautiful sceneries along the way will be damaged.

The expansion of the road will affect the status of the world heritage site even though the construction will not be made on the national park area but will be on the buffer zone.

Food and oil prices hike jumped May's inflation 3.5 per cent

Thailand's inflation in May rose 3.5 per cent year on, an increase for eight consecutive months, due to rising food and oil prices.

In addition, consumer price index grew 3.6 per cent in the first five months, reported the Commerce Ministry.
