Wi Fi Access

Recently the owner of my block of apartments installed free Wi Fi for tenants. This was channelled through an existing wi fi box of a tenant that was previously selling wi fi access,and the owner paying him for his service.

I cannot log on to this service (although all other hot spots are visible,his is not) and I get a message that my computer is not set up to receive his signals. Probably I am being blocked,but is it possible to adjust my computer to receive the new signals, I have tried for days now?

He previously could turn on and off when payment was due ,but I detest this guy as most others do,but how could I confirm with the owner that he is indeed doing the above
