PM says no need for plebiscite in constitution amendment

BANGKOK (NNT) -- Prime Minister Abhisit Vejjajiva has disclosed that an amendment of the two much-talked-about articles on the charter will be proposed to the cabinet on November 16, adding that a public referendum is not necessary in this case.

Prime Minister Abhisit Vejjajiva noted the cabinet had agreed that the amendment, one concerning Section 190, the other relative to Sections 93-98, needed to be approved by the House. The draft of these amendments will be given to all political parties to scrutinize, prior to being considered by the cabinet.

As for the planned talks in Norway between Major General Sanan Kajornprasart and former PM Thaksin Shinawatra as regards reconciliation, Mr Abhisit said that he had no details of the meeting, and that he was waiting for further explanation from Major General Sanan. However, he reiterated that the issue of amnesty for the former premier would certainly not be a condition in the reconciliation plan.

Commerce Ministry maps measures for Mae Sot Special Border Zone

BANGKOK: -- The Cabinet has approved in principle to establish a Mae Sot Special Border Zone as well as a committee working on this project, aiming to enhance cross-border trade and investment under the East-West Economic Corridor (EWEC) initiative, Deputy Commerce Minister Alongkorn Ponlaboot said on Sunday.

The committee met Friday to discuss and map specifics for setting up a Special Border Zone in the Thai-Myanmar border town of Mae Sot.

Following the Friday’s meeting, the committee named a subcommittee to consider related laws, aiming that the project’s establishment will be in line with rules and regulations as well as advice from agencies concerned, Mr Alongkorn explained.

Initially, the committee also agreed to outline this plan and to study potentials and impacts in aspects of economy, society and environment according to the law in order that the working process will be clearer and more concrete.

The deputy commerce minister added the Mae Sot Special Border Zone or Mae Sot Model would boost foreign investment, production and employment of local labour. More importantly, it would bring Thailand to be a hub bridging ASEAN, Middle East, Europe and Africa together.

According to the Asian Development Bank’s Greater Mekong Subregion East-West Economic Corridor, the project aims to develop a Special Border Zone (SBZ) in Mae Sot in Tak province to provide a well-planned facility with complete infrastructure to facilitate the import, temporary storage, processing, value adding, and reexport (as well as for sale in the Thai domestic market) of agricultural products and other raw materials

such as wood and precious stones.

This facility can be a focal point for cross-border trade and investment under the EWEC initiative. (MCOT online news)

Bamiyan scripts due here

Ancient Buddhism scriptures retrieved from the Bamiyan mountains in Afghanistan where two giant Buddha statues were destroyed by the Taleban government are scheduled to arrive today for public exhibition and worship.

A reception is scheduled at Suvarnabhumi Airport to welcome the 2,500yearold scriptures, believed to be the world's first writing of the Tripitaka, before it is taken to the Buddha Monthol complex in Nakhon Pathom for display initially until February.

"Negotiations are underway to keep the scriptures in Thailand until the next Magha Puja Day in March," Amnart Buasiri, acting director of the National Buddhism Office, said yesterday.

The pubic display and worship were also in honour of His Majesty the King's 83rd birthday next month.

The ceremony, with the Norwegian ambassador invited, was set for the auspicious time of 9.19am, not long after the flight lands from Norway.

The scriptures were believed to have been written in the sixth century and were kept in the Bamiyan Valley before they were smuggled out of Afghanistan for fear of destruction by the extremist Muslim Taleban government, which ruled the country until 2001 when they destroyed two giant Buddha statues. They were later toppled from power following the US' intrusion.

The scriptures should arrive at the Buddha Monthol at 3pm, when another ceremony is held, before the ancient document is put on view.

Man shot, burnt in Yala

Yala - Muslim insurgents short and burned a man in this southern border province late Sunday night.

The National Emergency Coordination Centre in Yala announced Monday morning that the man was attacked while riding his motorcycle on a village roade in Chalongchai village in Tambon Khuan Banglang in Bananag Sata district at 11:50 pm.

His body and motorcycle were burnt and police have yet to identify him.

New Politics Party Demands Referendum on Charter Change

The New Politics Party has reiterated its demand for the government to hold a national referendum before it makes any changes to the Charter.

Meanwhile, the prime minister said that a referendum is unnecessary because the government is only planning to amend to non debatable articles, which have already been approved by the Cabinet.

Leader of the New Politics Party, Somsak Kosaisuk reiterated that the government must first hold a national referendum before it can make any changes to the charter.

Somsak expressed concern that the government may want to amend the Constitution only to benefit some politicians and that citizens have the right to voice their opinions on the issue.

Meanwhile, the New Politics Party Spokesperson, Samran Rodpetch announced that the party is not against a charter change if it is truly necessary.

However, there must not be any attempt at amnesty and that the government must listen to the people.

However, Prime Minister Abhisit Vejjajiva has indicated that the referendum is unnecessary since the government is only looking to change articles related to international treaties and the electoral system, which are non debatable and could be submitted to the Parliament for its immediate consideration.

The Premier also said that he does not believe that the charter change can be done during the current session, but is insisting that he will call for an election once the situation in the country has returned to normal.

Tesco Lotus Reports Higher Sales of Consumer Goods during Floods

A leading hypermarket chain in Thailand has assured the public that consumer goods on high demand during the current flood will be sold at reasonable prices.

It acknowledges that the rising demand has generated higher sales.

Darm Sukhonthasub, senior deputy managing director of Tesco Lotus, said the current deluge has not affected the company much since its most stores hit by the floods are small chains.

He added repairs and clean up of damaged stores will be carried out once the floods subside to enable them to serve customers as soon as possible.

Darm, however, acknowledged that the demand of consumer goods such as dried foods and drinking water has been increasing and caused product shortage at some chain.

He added the company is working to spread goods to those chains to ensure adequate goods to meet customers' demand and assured that the goods will be sold at fair prices.

Meanwhile, the Tesco Lotus has recently cooperated with the Public Health Ministry to carry out a program, promoting the use of iodized salt.

Food Control Division Director Thippawan Parinyasiri stated that the program is aimed to raise the public awareness of the importance of iodized salt ans encourage people to use iodized salt in all cooking.

Tiger Woods meets Abhisit

US golf star Tiger Woods met Prime Minister Abhisit Vejjajiva at the Government House Monday morning.

Former prime minister Suwat Liptapanlop let Woods and Thai golfer Thongchai Jaidee to meet Abhisit at the Government House at 8 am.

Woods will take part in a charity competition - World Golf Salutes King Bhumibol, which is organized by Suwat.

PM: Storm victims would be added in the flood relief plan

BANGKOK, 08 November 2010 (NNT) - The government is closely watching the flooding situation in various provinces as high tides, expected shortly, remain a concern. The government will also urgently rehabilitate the country's damaged infrastructure and public healthcare systems.

According to Prime Minister Abhisit Vejjajiva, has disclosed that his government has been keeping an eye on flood situation around the country for fear that high tides, expected to be at the highest level this week, might cause more floods. The government will speed up on the rehabilitation of the country's infrastructure which has been damaged by floods, as well as on the improvement of public heath system enabling it to provide care for people, especially flood victims. There will also be a discussion in the cabinet on November 9 on a plan to include rubber and oil-palm growers whose plantations have been affected by last week's tropical depression in the government's flood-relief plan. .

The premier has at the same time ordered related agencies to suvey areas suitable for the construction of water retention area ( monkey cheeks) and drainage canals. Funds for the move will be diverted from the "Strong Thai" budget.
