I checked again and in fact Amazon seem to charge $2 extra for anyone with a NON-US address on file, supposedly to cover "international whispernet access". I fail to understand why someone with a Wifi-only/non-3G Kindle, or indeed, downloading the books to their PC, should have to pay extra for those with 3G Kindles, but that's apparently something Amazon have decided.
